If the alcohol burns off during heating, is it ok to use recipes with wine?

If you're on a maintenance diet rather than cleansing or therapeutic, then by all means enjoy cooking with wine. The alcohol only cooks off if you burn it, light it on fire. Just heating it won't reduce the alcohol completely.
