Dry, sore areas that are red and perhaps prone to be "scaly" and shed skin quickly are usually a lack of essential fatty acids and the other skin food. Try upping your intake of fats, A, E, C, zinc, iodine. Cod liver oil, wheat germ oil, Emergen-C, and seafood are all good choices.
But if you have raised bumps on the area, then we're talking hives/breakouts, which is a Pitta disorder. Could be a reaction to heat - hot spices, hot weather, too much sweating, that is disturbing the balance of the skin. For that, acidophilus is great, and following a Pitta balancing lifestyle/diet is very helpful.
